IOM Events at COP 28
1. A High-Level Event for the signing and launch of the KDMECC-AFRICA - 02 December at 15:30-16:30, Room MR 12
In response to the interest in expanding the KDMECC continentally, and in recognition that sustainable, climate-change resilient and socially just development cannot be conceived without considering human mobility in all its forms and recognising the importance of facilitating migration for the benefit of both sending and receiving locations and states, the International Organization for Migration (IOM) has agreed to support the continental expansion of the Kampala Ministerial Declaration on Migration, Environment and Climate Change (KDMECC) through the coordination and development of a Continental Addendum (KDMECC-AFRICA).
This will be a Ministerial event organised by the Government of Uganda for signing the KDMECC-AFRICA within the COP 28 High Level Segment.
2. IOM side event on the Regional Migration, Environment and Climate Change Frameworks - 03 Dec at 09:00-10:00, at IOM/GCCM pavilion
This discussion will explore the three new Regional Frameworks and allow for a cross-regional exchange of experiences and best practices. It will also allow the three regions to compare priorities, expectations and identify commonalities upon which future collaboration could be considered. Finally, the discussion hopes to explore entry points for global coordination and collaboration as the three Regional Frameworks move towards implementation and as new frameworks may potentially be developed in the coming year(s) or the existing ones may be expanded.
This is a Ministerial discussion moderated by IOM Director General, Amy Pope, on the three regional MECC frameworks that have been signed/endorsed in 2023.
3. A High-Level Event on filling the climate finance gap – a necessary step to pave the way forward for people on the move in the context of climate change - 03 Dec at 16:00-17:00, at IOM/GCCM pavilion
Since the COP27 decision to establish new funding arrangements for assisting developing countries that are particularly vulnerable to the adverse effects of climate change, new tools have been developed in 2023 with on the one hand, the Analysis and Recommendations for a Potential Rapid, Flexible Financing Mechanism for Climate Mobility in Africa, and on the other hand, the development of a technical guide on access to finance to avert, minimize and address displacement, in collaboration with the expert group on Action and Support as part of the Third Plan of Action of the Task Force on Displacement (2022–2024). The high-level panel will be the opportunity to present and discuss related findings on financing instruments and mechanisms suitable for human mobility – including displacement - in the context of climate change.
This side event on climate mobility financing is moderated by the IOM Director General, Amy Pope.
4. Side event on Building Capacities to Mainstream Human Mobility in National Adaptation Plans - 10 Dec at 14:15-15:15 at 5th Capacity building Hub
This roundtable aims to engage with an audience from the country parties, with a special focus on Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States, as well as academics, civil society organizations, and youth.
It introduces the draft Supplement on Human Mobility for the UNFCCC Technical Guidance for National Adaptation Plan Process and facilitate the sharing of experiences of mainstreaming human mobility into the National Adaptation Plans.
In addition to the above, IOM hosts several events each day in the Climate Mobility Pavillion to which all are most welcome to attend.
